Country Programme Document

Pursuant to the simplified and harmonized programming guidelines adopted by the United Nations, the Government of the Philippines and the United Nations Development Programme developed the Country Programme Action Plan (CPAP) for the period 2005 to 2009. The CPAP serves as the legal basis for the execution of the country programme.

The CPAP embodies UNDP’s contribution to the development priorities of the Government of the Philippines as set out in the Medium Term Philippine Development Plan 2004-2010 and the United Nations Development Assistance Framework 2005-2009. It is MDG-based and it supports the empowerment of the poorest and most vulnerable by promoting and protecting their rights and creating an enabling environment to realize their full participation.

The poorest and most vulnerable, according to the Common Country Assessment undertaken by the UN and its national partners, consist of indigenous peoples, landless farmers-workers, small landholders, artisan fisher folk and the informal sector. In 2000, there were a total of 4.3 million poor families, 74% of which come from the rural areas. 2 million Filipino families live below the food subsistence threshold.

To help address poverty, UNDP and GOP agreed to cooperate in four strategic areas, namely: i) Achieving the Millennium Development Goals (MDGs) and Reducing Human Poverty; ii) Fostering Democratic Governance; iii) Energy and Environment for Sustainable Development; and iv) Crisis Prevention and Recovery.
