10.24.2002 GOP - UN MULTI-DONOR PROGRAMME PHASE 3 A telecommunications project which will hasten communications system and, eventually, peace and development initiatives is now underway in Mindanao and Palawan.
The National Telecommunications Commission (NTC) is embarking on a telecommunications project with the United Nations Development Programme (UNDP) through the Government of the Philippines ? United Nations Multi-Donor Programme Phase 3 to lay a stronger groundwork in peace and development. This project will help improve information flow among appropriate government agencies and international organizations by strengthening communication facilities in Mindanao and Palawan.
To formalize this partnership, a memorandum of agreement will be signed by Resident Representative Terence D. Jones of the UNDP and Officer-in-Charge Armi Jane R. Borje and Deputy Commissioner Kathleen G. Heceta of the NTC on 25 October 2002 at the UNDP office in Makati City.
Deputy Resident Representative Ricarda L. Rieger of the UNDP and Director Rudy Valdez of NTC Region XII will witness the agreement signing.
The Multi-Donor Programme draws support from the United Nations Development Programme, International Labour Organisation, United Nations Educational, Scientific and Cultural Organisation, United Nations Children?s Fund, Food and Agriculture Organisation, the United Nations Population Fund and the governments of Australia, New Zealand and Spain.
The programme employs a common post-conflict strategy involving the convergence of services in peace and development communities. It is aimed at enhancing capacities of former combatants to enable them to participate in local decision-making and planning for peace and development.
Under the agreement, the National Telecommunications Commission Regional Office XII will provide technical assistance in the installation and maintenance of radio, communication equipment/facilities in its areas of operation in Central and South-Western Mindanao, part of Northern and Southern Mindanao and Palawan. The Commission will act as a technical adviser in evaluating telecommunications network and in installing appropriate communications equipment. The UNDP and its partners under the Multi-Donor Programme will provide support for the NTC technical adviser and will fund the installation of the appropriate communication equipment and facilities.
The Commission will also evaluate the possible installation of an initial three repeater stations to cater to areas in Mindanao where there are no cellular signals. Other radio communication equipment and facilities may be set up to augment existing telecommunications network to strengthen support mechanisms for peace and development.
