Pilot Phase (1992-1995)

The Small Grants Programme, during its pilot phase was offered to 33 countries, the Philippines included. In April 1992, UNDP-Manila introduced the Programme to the Philippine NGO community and the Association of Foundations (AF) was subsequently chosen as Host NGO.

First Operational Phase (1996-1998)

At the end of the two-year phase, the GEF-SGP was able to:

§ Enhance capacity of selected households and communities in 33 countries to improve their security through sustainable use and conservation of biological resources, the adoption of renewable energy conservation technologies, and/or the protection of coastal, marine and freshwater resources;

§ Effectively expand the impact of GEF-SGP supported community level initiatives through replication, scaling up and policy advocacy, and by extending the programme to new countries; and

§ Lay the ground for longer term institional and financial sustainability of the programme.

Second Operational Phase (1999 to 2004)

§ The SGP shall continue to be premised on the principle that local solutions to global environment problems are feasible and have been successfully implemented by the SGP, while at the same time, recognizing that there is significant potential to enhance the global benefits of the programme.

§ This will be achieved through more rigorous focusing of projects consistent with GEF criteria, increased capacity-building and technical assistance, better monitoring and evaluation, and more effective communication and outreach.

§ With bias to POs/CBOs as priority proponents and implementors, and with the establishment of the Communities for Global Environment Foundation (CGEF), Inc., more local sustainable models are envisioned to emerge.

Goal and Objectives of the Third Operational Phase

The goal of the programme remains the same: global environmental benefits secured in the GEF focal areas through community-based initiatives and actions.

In line with this continuity, the objective for SGP in OP3: Consolidation, Demonstration, and Expansion of SGP gains in OP2 while maintaining the programme's mandate and high standards.

Responding to the Third Independent Evaluation of the GEF SGP, the programme will focus on achieving the following principal objectives:

  • Increasing the global reach og the programme especially to address global environmental problems;
  • Implementation of well-designed project portfolios that incorporate new GEF focal areas and themes;
  • Strengthening of existing country programmes;
  • Demonstration of local and global benefits of the programme and application of lessongs learned and best practices;
  • Enhancing sustainability of SGP-funded projects
  • Realization of SGPs potential as a GEF corporate programme
